Councilmember Anita Norton
Council member Anita Norton has resided in Arizona most of her life and has a background in sales management and law enforcement. At age 16, Anita worked for a political activist affiliated with LULAC, and then joined the State Office of Economic Opportunity led by Eugene Marin. Anita later sought opportunities that allowed her to work from home which included establishing a successful tax service and secretarial service/print shop, while raising her two children.
Having a strong interest in public safety and desire to help others, Anita served the City of Phoenix as a police officer for several years, receiving recognition for her investigative ability and a commendation for composure in particularly high stress situations. Her confidence, fearlessness, and thoroughness resulted in a high number of solved cases, including one which culminated in several arrests after a non-stop 46 hour investigation led solely by Anita. After leaving law enforcement, Anita later received a full honor’s scholarship to college majoring in communications. After attending for two years, life’s circumstances changed her path. For the last 15 years, Anita has impacted the lives of hundreds of students and their families as a certified therapeutic riding instructor for children and adults with special needs, as well as for riders learning western horsemanship. This career has made a major positive impact to them all.
Anita first moved to El Mirage in 2004 and bought property in Dysart Ranchettes in 2014. In 2016, she built her own home acting as the builder/contractor. Anita served on the Dysart Transportation Safety committee during the 2009/2010 year, wherein she was responsible for influencing the reversal of a policy that violated certain employee’s rights under the Family Medical Leave Act. Anita also served on the Dysart Ranchettes Irrigation committee designated to work with the City to resolve irrigation issues. Those who know Anita know that she is a person of high integrity and character. She is well-respected and people trust Anita to exercise due diligence in resolving issues. At this critical time with the challenges facing the City of El Mirage and its citizens, Anita appreciates the opportunity to serve and pledges to do her best to help restore confidence and integrity in our local government by doing her part to open up better communication and transparency with the citizens of El Mirage and to promote sound policy.
